Commercial Facade Improvement Program

Permanent exterior improvements that can be seen from the public right-of-way qualify. Examples include awnings, decorative molding, cornices, shutters, windows, doors, exterior decorative lighting attached to the building, sign box and hardware (but not sign inserts), siding, stucco and brick work,  and restoration of historical elements.

The applicant must spend awarded funds and provide receipts within 12 months from the original contract award date. Once the project is completed, the applicant must provide receipts and reimbursement request form, once verified, reimbursement of approved expenses will be issued. There are no exceptions to the 12 month contract duration.

Funds from the Commercial Facade Improvement Program (CFIP) can be awarded at anytime throughout the year. The contracts will expire and funds will be forfeited if they are not spent within 12 months of the original contract date. There are no exceptions.

Any business owner or building owner in the City of Richland can apply for these funds though a formal application process.

The applications are reviewed by staff for eligibility and completeness. Once they are accepted, they go to the Economic Development Committee (EDC) who hears presentations from each applicant. The committee deliberates and makes a recommendation to City Council. City Council make the final award decisions.

Program funds are awarded as a match for funds being invested by the business or building owner. The maximum is $20,000 per applicant each year. Receipts and reimbursement request form are required for qualified expenses are required to receive reimbursement.
