Funding for Economic Development in Richland
The Business License Reserve Fund provides funding for programs and initiatives that strengthen Richland’s business community and support long-term economic development.
The City reserves 18% of its business license revenue for reinvestment into programs that benefit Richland businesses.

Who Can Apply
Eligible applicants include:
- Downtown & Uptown Business Improvement Districts
- SCORE Mid-Columbia
- Small Business Development Center – Tri-Cities
- Tri-Cities Regional Chamber of Commerce
- Richland Chamber of Commerce
- Visit Tri-Cities
- Other entities approved by the Economic Development Committee
Is BLRF Right for You?
A Good Fit If You Are:- A group, organization, or partnership proposing a project that benefits multiple Richland businesses
- Focused on strengthening the local business environment or economy
- Delivering a program, event, or initiative with community-wide impact
Not a Fit if You Are:
- A single business seeking funding solely for your own operations
- Unwilling to make the project accessible to the broader Richland business community
Current grant recipients:
Grant recipients may submit reimbursement requests anytime during the award year, but must submit final payment requests no later than December 31st of the award year.
